From June 7th to June 9th, over 10 million senior high school students have taken the National College Entrance Exam, also known as “Gaokao” in mandarin. Even though China is now a diversified society, yet for most of the Chinese students, taking the “Gaokao” and achieving a high score is by far a better way to change their fortune. In this way the “Gaokao” boils down a student's intellectual capacity to a score that has become the sole focal point of Chinese education.
 
Due to the improper policy of education in the past decades in the country, education in China is outputting too much university graduate with potential for office work while too small technical graduate with technical work skills. In China, the proportion of skilled technical worker is roughly 5% of its overall work force. In contrast, 40% in Japan, and 50% in German, which implies that in China the manufacturing industry sector is facing a severe shortage of highly-skilled technician, consequently the management of personnel become extremely difficult.
 
This explains the reason why in many fields of manufacturing, scale is no longer economy, in the era of skilled technician shortage, the main stream in precision manufacturing will be medium-sized company as IBEE.
